Software Technology Parks of India (STPI) is an autonomous organization set-up by the Ministry of Information Technology (M I T) Government of India, and has been entrusted to provide a terrestrial and Satellite High Speed Data Communication through out the country to fulfill the need of software industry, technical institutes, universities and other educational Institutions. STPI has its own separate Gateways to cater to the need of software industry with zero possibility of jamming because of high traffic.

STPI at Shimla

Recently STPI has brought this enabling environment for I.T. industry to the queen of hills Shimla, which was inaugurated by Chief minister of Himachal Pradesh Shri Prem Kumar Dhumal on 21.07.2001. Software Technology Parks of India , Shimla is one of the fourty four centers of the Software Technology Parks of India (STPI), an autonomous organization set-up by the Ministry of Information Technology (M I T) Government of India. The other 44 Nos of such Gateways are at Noida, Aurangabad, Bangalore, Bhubaneswar, Chennai, Coimbatore, Gandhinagar, Guwahati, Hyderabad, Indore, Jaipur, Manipal, Mohali, Mysore, Navi Mumbai, Pune, Srinagar, Thiruvananthapuram & Vizag, etc.

The erstwhile Summer Capital of India has been blessed with all the natural bounties: scenic locations, green hills, snow capped peaks and above all clean environment. This makes Shimla an ideal place for software industry. With the coming of STPI, Shimla is ready to leap into the information age and burst on the international software scene .

Earth Station and other Technical details

STPI earth station at Prospect Hill has an international gateway with a 3.8-M dish antenna which is capable of multiple carrier operation and has scaleable configuration. It is one of the most commanding hill tops of Shimla, providing an ideal location to cover an area spread around it in a radius of 30 Km, which can be further enhanced with a provision for installing repeater stations, if needed. The location of the Earth Station is such that it is in the line of sight (LOS) from various other locations. This facility is bound to facilitate the growth of IT related activities in & around Shimla.

We have a countywide network of 44 Earth Stations, which are connected via number of reliable satellites. A few of these are Intelsat, Sprint , Singapore Telecom, Concert, SingTel and Thaicom. At STPI Shimla we are connected through a Thai communication satellite: Thaicom/SingTel .This is a high power satellite & has good reliability. We are using 3.8 metre solid antenna & imported RF modems, router switches & other accessories. Routers and switches are of Cisco make.We are also having an OFC (Optical Fibre Cable) connectivity which keeps the downtime nil and the customer gets round the clock quality service. To keep the failure rate to zero we are using the 1+0 redundancy. We at STPI earth stations provide round the clock operation. Technical personnels are available 24 hours a day .

Policy Support Services

•  Providing day to day permissions for hassle free business environment, such as getting    import and export certificates etc.

•  Support of customs bonding & supervision of customs.                                            

1) Data Communication

One of the objectives of Software Technology Parks of India is to provide effective data communication facilities to the esteemed Software Exporters. In persuasion of this objective the STPI established its own gateways at its nodal centres located in different parts of the country. STPI names the data communication Network owned by it as SoftNet which is further divided into SoftPoint and SoftLink.

1) Soft Point (IPLCs)

SoftPoint offers POINT-TO-POINT International Leased High Speed Data Communication links starting from 64 Kbps upto 2 Mbps. The Customer premises in India will be connected to their client located abroad by gateway which will be located at Shimla through a radio link using either the point to point or point to multi point radio (TDMA) Link.

2) Soft Link (Internet Services)

Softlink is the TCP/IP based shared Internet service which uses its own Independent International Gateway for the upstream connectivity.At present STPN backbone is connected through Up Stream Service providers to provide load balancing and fully redundancy services. STPI Shimla provides these services on both Radio and OFC media.

The TCP/IP service is called shared Internet as the upstream bandwidth is shared among the users. The user connected on the service has access to the complete Internet services available world wide such as:

  • E-Mail
  • FTP - ( File Transfer Protocol )
  • Remote Login
  • WWW (World Wide Web)
  • UseNET.
  • Data base access.

2) Incubation Centre and other Infrastructural facilities :

STPI Shimla also has an Incubation center offering software development facilities to new entrepreneurs to go ahead with their projects under one roof with no infrastructural investment. With 24-hour access to internet at incubation center, entrepreneurs can remain in touch with their clients any where in the world.Thus STPI Shimla has created a dedicated information Technology Park at SDA complex Kasumpti,named Apurti Bhawan,which is equipped with state of the art facilities and linked to STPI EarthStation via a dedicated radio link. It has been occupied by software industry. Negotiations are on with number of global software industry leaders .

3) Statutory Services

The STP scheme is a 100 percent export oriented scheme for the development and export of computer software, including export of professional services using communication links or physical media.
This scheme is unique in its nature as it focuses on one product/sector, i.e. computer software. The scheme integrates the government concept of 100 percent Export Oriented Units (EOUs) and Export Processing Zones (EPZs) and the concept of Science Parks/Technology Parks, as operating elsewhere in the world.
